What payment(gateway) are you using? To be able to get the downloads the image size need to be marked as “downloadable” by checking the box next to the size name in the price list.
Now after checkout the payment needs to be validated to show the link otherwise it wont. The only way to overwrite this feature is if you are using email checkout.
